When the customer fills out the form they must type the word 'agree' as a form of digital signature. Then, when they click on the 'submit' button the script will send out 3 emails with all the data. Each copy has a timestamp date-code and a randomly generated 32 digit code which provides accountability and authenticity.
So, to answer the question. Yes it is legally binding for the United States and most foreign countries.
